Incorporation of English Characters into Securities Codes

The Securities Identification Code Committee (SICC) announced that, in response to the decrease in the number of remaining unique issue codes (4-digit codes from "1300" to "9999") that can be assigned to general business companies, etc., it will incorporate letters into new codes to be assigned from January 1, 2024 onward. Request from the Association of International Code Authorities (Request for Issuers of Financial Instruments with ISIN Numbers to Obtain LEI)

As you may be aware, the SICC is responsible for the numbering and management of ISO 6166 International Securities Identification Number (ISIN) for stock certificates, bonds, and other financial instruments issued in Japan. The CIPP is also a member of the Association of National Numbering Agencies (ANNA) as a Japanese numbering authority.

ANNA, in cooperation with the Global Legal Entity Identifier foundation (GLEIF), is currently promoting the ISIN to LEI Mapping Project to link ISINs and LEIs (legal entity identification codes) to improve convenience for users of both codes.
In this regard, the Securities Identification Code Committee strongly recommends that the National Numbering Authorities of each country (NNA: The one in Japan is “The National Securities Code Association of Japan”) strongly encourage applicants for ISIN numbering (Issuers of financial instruments. Hereinafter referred to as "Issuer") to obtain a LEI. Specifically, issuers of public and corporate bonds, domestic stocks, ETFs, REITs, infrastructure funds, JDRs, and investment trusts, etc. that use the book-entry transfer system are considered to be subject to this request.

LEI is a 20-digit alphanumeric code that the G20 and the Financial Stability Board have decided to introduce for the purpose of efficiently and effectively identifying the current status of financial transactions. In Europe and the U.S., the use of LEI is mandatory when reporting transaction information to regulatory authorities, and not only financial institutions but also Japanese corporations with which they do business are now required to use LEI.
In Japan, in November 2019, the FSA notified financial instruments business operators and the like that they will be required to enter the LEI of the transacting party (business corporation, etc.) beginning with the reporting of OTC derivatives transaction information as of the April 10, 2020 record date. The FSA recommends that the LEI be obtained so that the LEI of the transacting party can be filled in as soon as possible, if the transacting party has not yet obtained the LEI.

In accordance with the request from the Association of International Code Authorities (AICPA), we would like to request that issuers confirm whether or not they have obtained an LEI when they issue their ISIN on or after April 13 (Monday) this year, and if they have not obtained an LEI, that they obtain an LEI as soon as possible after the ISIN is issued.

We are aware that while some issuers have already obtained LEIs, there are many issuers that have not yet obtained them, and that obtaining them will enable issuers to conduct financial transactions with overseas entities smoothly and flexibly, among other benefits.
In October 2019, the "LEI Seminar" (hosted by TSE and GLEIF, supported by the Financial Services Agency) was held at the TSE Hall on the subject of LEI application examples and future prospects.

After the International Securities Identification Code System (ISO 6166, ISIN) was established in 1981, an organization was needed to maintain standards and establish bylaws by an official ISIN registration authority. The secretariat is located in Frankfurt. ISINs have been assigned to financial instruments in more than 120 countries.

ISIN consists of 12 alphanumeric characters. It is an international standard introduced as a code system that can be used internationally, and is also used in Japan for trading, settlement, and management of financial instruments.

The Securities Identification Code Committee is a council organized and operated by national securities exchanges and Japan Securities Depository Center, Inc. for the purpose of establishing securities codes and industry sectors to be assigned to public companies based on uniform standards from the perspective of public interest.

ANNA and the Global LEI Foundation (GLEIF) are promoting the ISIN to LEI Mapping Project to link ISINs and LEIs. The project is not limited to new applications for ISINs, but also covers data maintenance for ISINs that have already been assigned a number. If you have not yet obtained an LEI, we would like to request that you obtain an LEI as soon as possible, as there is a possibility that international agreements will make it mandatory to obtain LEIs in the future.
